TOKYO, July 22 (AP) - (Kyodo) - Prime Minister Naoto Kan on Friday accepted the blame for the government's failure so far to provide enough temporary homes for victims of the March catastrophic earthquake and tsunami.

"If people say that my projection was too optimistic, I think I must be responsible for that and I need to apologize," Kan told a parliamentary session.

In May, Kan promised that the government would enable all victims who wished to move into temporary housing to do so by mid-August. But construction is still underway and there are many survivors who still have to stay in shelters.

Kan said one of the reasons for the delay is that the outlook was made based on local requests for such housing weeks after the magnitude 9.0 quake hit the northeastern region but there had more recently been additional calls for help.

Kan has been criticized for delays in reconstructing the disaster- stricken region and under pressure to resign this summer from both ruling and opposition lawmakers.

On March 21, 2011, we conducted sampling, as a part of monitoring of surrounding environments, and detected radioactive materials in the seawater around the water discharge canal (of the south side) of Fukushima Daiichi Nuclear Power Station, which was damaged by the Tohoku-Taiheiyou- Oki Earthquake. Therefore, we informed Nuclear and Industrial Safety Agency (NISA) and the government of Fukushima Prefecture of the results.

Since March 22, we have conducted seawater sampling surveys at four points off the shore of Fukushima Daiichi Nuclear Power Station (twice a day at two points out of such four points since March 26).

Since April 17, we have also conducted sampling surveys at four points (2 points have been added since April 26, another 3 points since April 30, and another 1 point since May 5, 10 points in total) of 3 km off the shore of Fukushima Daiichi Nuclear Power Station, two points of 8 km off the shore of the Power Station and 6 points of 15 km off the shore of the Power Station and informed them of evaluation results.

Also, we added another 4 points off the shore since May 27 and 3 points off the shore since June 2.

The data of three detected nuclides (Iodine-131, Cesium-134 and Cesium-137) will be reported as fixed data. Other nuclide figures are to be re- evaluated.

(Previously announced) On July 20, 2011, we conducted sampling to evaluate the spread of radioactive materials to the ocean which were detected at Fukushima Daiichi Nuclear Power Station. Since the radioactive materials were detected as shown in the attachment, today, we informed NISA and the government of Fukushima Prefecture of the results.

Regarding 4 sampling points at coastal area and 3 sampling points at offshore area that were planned to be taken yesterday, we conducted sampling at only 2 points at coastal area due to bad weather. We will continuously conduct the similar sampling.

The government is considering raising the liquor tax and utility fees for cell phone service providers to help cover the colossal expense of reconstruction from the Great East Japan Earthquake, The Yomiuri Shimbun has learned.

Cabinet members concerned with tax and reconstruction affairs will meet by the end of the week to discuss the feasibility of the planned increases, according to government sources.

The cost of reconstructing areas ravaged by the March 11 earthquake and tsunami is expected to exceed 10 trillion yen. A large chunk of the required funds will likely be raised by increasing mainstay taxes such as the income and corporate taxes.

Hikes to the liquor tax or utility fees for cell phones would be implemented as an auxiliary revenue-raising measure, they said.

Utility fees for cell phone service providers, also called spectrum user fees, are based on the number of handsets and base stations used by cellular phone networks. The fees are paid by telecommunications companies to the government.

The rate of the liquor tax, which is levied on manufacturers and importers, varies depending on type of beverage and alcohol content. The tax is added to the retail price of alcoholic beverages. According to the Finance Ministry, revenues from the liquor tax totaled about 1.4 trillion yen in fiscal 2010. Beer generated more than any other type of beverage, accounting for a little less than 50 percent of total liquor tax revenues. (Jul. 13, 2011)

TOKYO - Small tsunami waves reached the Pacific coast of northern Japan Sunday after a major quake hit the region heavily damaged by the March earthquake and tsunami, the Japan Meteorological Agency said.

The port towns of Soma and Ofunato saw 10-centimetre (four-inch) tsunami waves triggered by the 7.3-magnitude earthquake that struck off the main island of Honshu at 9:57 am (0057 GMT), the agency said.

No damage has been reported from the tsunami and quake, which was strong enough to sway skyscrapers in Tokyo, some 400km from the epicentre.

The Japanese agency and the US Geological Survey originally estimated the quake's magnitude at 7.1, hitting the same general area as the 9.0-magnitude quake of March 11 which triggered a massive tsunami.

While Japan upgraded the quake to 7.3, the US agency revised it down to 7.0, centred 212km (131 miles) east of Sendai city, Miyagi prefecture, at a depth of 34.9km.

The Japanese agency lifted the tsunami advisory at 11:45 am.

"Changes in sea level may occur for the next few hours. Please use caution when conducting activities near the ocean, such as swimming and surf fishing," a Japanese weather agency official told a news briefing.

Television footage of Ofunato and Soma did not show any visible sign of the tsunami, with the water surface seemingly calm and flat.

Tokyo Electric Power Co (TEPCO) said the latest quake did not cause fresh problems at the crippled Fukushima Daiichi (number one) nuclear plant and the nearby Fukushima Daini (number two) plant.

"We have received reports that there has been no significant impact at the Fukushima Daiichi and the Fukushima Daini nuclear plants," a TEPCO spokesman told a news conference.

Cooling of crippled reactors at Fukushima Daiichi continued, although the company told work crews near the water to seek higher ground during the tsunami advisory.

The Japanese weather agency originally expected a small tsunami of up to 50cm (20 inches) along the affected region.

Communities along the Pacific coast issued warnings and advisories for local residents to seek higher ground or to leave areas near the water.

"For a second, I thought maybe another big one will come," a middle-aged man in coastal Kesennuma, Miyagi, told national broadcaster NHK.

The devastating March 11 and tsunami left about 22,000 people dead or missing and triggered an atomic crisis at the Fukushima Daiichi nuclear plant.
